The
implementation of the new harbor operational model
adopted throughout the country, which began in
1976, brought undeniable benefits to the sector,
until then under the sole administration of the
Federal Government, through the Departamento Nacional
dos Portos e Vias Navegáveis (National
Department of Ports and Navigable Ways) - DVPVN
and the Empresa dos Portos do Brasil S.A. (Brazilian
Harbor Company) - Portobrás.
With this
process, in February 17th, 1977, the Companhia
das Docas do Estado da Bahia – Codeba,
emerges; a mixed capital company, aiming to manage
and explore the harbor activities of the harbors
of Salvador, Aratu, and Malhado, presently Harbor
of Ilhéus. Codeba also shoulders the responsibility
for the administration of the São Francisco
Water Way - AHSFRA.
Governed
by the social act updated on September 1997,
the Companhia das Docas do Estado da Bahia
determines, as its work object, besides the management
of the State’s harbor according to the
plans and programs of the Ministry of Transports,
the commercial employment of organized harbors
along with the establishment of harbors in another
state, and the management of interior navigable
ways through federal assignment.
To complement
the services appointed by the federal law, the
act also determines the right to develop
kin or linked activities, as well as accessory,
industrial, commercial and service rendering
activities.
Always lined
up with modernity, Codeba adopts a line of action
that has been causing rate
reduction and productivity enhancement in
the commodities
loading and unloading operations.
Commitment
with efficiency
By implementing
actions in harmony with the guidelines established
by the Federal Government,
through
Law 8.630/93, to modernize the national
harbor system, the Companhia das Docas do Estado
da Bahia commits itself with solutions to
increase
efficiency and reduce expenses at the harbors
under its administration.
Among the
measure already implemented the following stand-out:
•
Establishment of the Conselhos de Autoridade
Portuária (Boards of Harbor Authority)
(CAP) of the ports of Salvador, Aratu, and Ilhéus;
• Approval of a new rate structure, using a more
rational way do demand services;
• Transference of the cargo handling services at
the harbors to previously qualified private port
operators;
•
Establishment of the Órgãos de
Gestão da Mão-de-Obra do Trabalho
Portuário (Labor Force Management Entities
of Harbor Activities) (OGMO) now responsible
for supplying and qualifying the harbor labor
force;
•
Elaboration and approval of the new Exploration
Rules of the Harbors of Salvador, Aratu, and
Ilhéus;
•
Implantation of the company’s new organizational
structure, due to Law 8.630, considering the
new institutional role of harbor authority responsible
for the infrastructure management and supervision
of private agents working in organized ports.
